3. Authorities & decisions: The Declaration of Independence
Decision-makers, laws and consequences
Thomas Jefferson drafted the principal text of the Declaration, revised by a committee and the Continental Congress in June–July 1776. Congress approved independence on July 2 and adopted the Declaration on July 4.
The Declaration expressed principles rather than a complete constitutional settlement. It did not abolish slavery or establish voting rights; those questions remained with states and later federal institutions.
Institutional consequences
The authorities identified above acted within institutions that determined who could govern, enforce decisions and challenge official power. The resulting changes to political participation, legal status, military control or property administration are part of the historical record of this specific event, rather than evidence that every later government followed the same path.
