Historical developments and consequences
Virginia convened its House of Burgesses in 1619. Other colonies established assemblies that contested taxation and spending with royal governors. Colonists developed local legislative practice while Britain retained imperial authority.
These institutions gave some settlers experience with elections and appropriations, while enslaved people, Indigenous communities and most women were excluded.
