2023: Pension reform & parliamentary authority
Emmanuel Macron’s government advanced a reform raising France’s statutory retirement age from 62 to 64 over time. Trade-union confederations organized national strike days and marches; opponents argued that the change would burden workers in physically demanding occupations and people with interrupted careers.
The government used Article 49.3 of the constitution to advance the legislation without an ordinary final vote, subject to the possibility of a no-confidence motion. The procedural choice sharpened a dispute about democratic legitimacy alongside the underlying question of pension finances.
Unions, parliamentary opposition parties and the government were identifiable actors with competing proposals. A strike, a peaceful march, a blockade and an act of vandalism have different legal and factual meanings. Documented violence should be attributed to its participants, not automatically to an entire union or party.
