2020–2022: Pandemic pressures, prices & public services
COVID-19 restrictions interrupted schooling, employment, travel and public services. French authorities faced the simultaneous tasks of protecting health, supporting closed businesses and financing emergency programs. Public debate over restrictions and vaccination included peaceful demonstrations as well as disputes over enforcement.
When activity resumed, energy prices and supply disruptions strained household budgets. Russia’s full-scale invasion of Ukraine in February 2022 intensified Europe’s energy-security concerns. The costs were not distributed equally: tenants, commuters, small businesses and energy-intensive employers experienced different exposures.
These pressures interacted with long-standing questions about the financing of hospitals, schools and pensions. They do not establish a single hidden organizer behind later protests; they describe overlapping economic conditions in which distinct campaigns found support.
