20. Ukraine, Gaza & the Future of Reconstruction
1. How events unfolded
Russia’s full-scale invasion of Ukraine in 2022 brought extensive destruction of homes, energy facilities and industrial assets, as well as displacement and documented attacks on civilians. Ukraine’s survival as a functioning state has depended on domestic resilience and substantial external assistance.
2. The costs & gains
The war in Gaza following the Hamas-led attacks of October 7, 2023 has caused enormous civilian suffering and damage to housing, hospitals and infrastructure. Israeli military operations, hostage-taking, displacement and restrictions affecting aid have generated urgent legal and humanitarian scrutiny. Responsibility for particular violations requires evidence specific to the acts and parties involved.
3. What endured
Both conflicts show the limits of treating destroyed territory as a strategic gain. Reconstruction estimates can count damaged buildings, but they cannot fully measure lost lives, education, trust and livelihoods. Sustainable recovery requires safety, access, functioning institutions and political arrangements that reduce the risk of renewed war.
