Open society grants and contested influence
People and institutions: George Soros
What happened, and when
George Soros began supporting scholarships and civil-society initiatives in the 1980s; Open Society Foundations later became an international network. Its work has included education, justice and civic participation.
Effects on communities and other countries
Support for independent institutions can help communities challenge corruption or discrimination. In polarized settings, grants can also become the subject of misinformation or legitimate debate about foreign funding.
Benefits, influence and possible misuse
A donor may advance values through lawful advocacy while gaining access to networks of activists, lawyers and policymakers. A grant alone does not prove control over every action of a recipient.
Checks and balances
Publish recipients and grant purposes, follow local disclosure rules, distinguish grants from independent recipient conduct and investigate allegations with documentary evidence.
