Tax filings: tracing grants without inventing a money trail

A searchable tax return can establish a reported transaction. It rarely establishes the complete motives, ultimate beneficiaries or consequences of that transaction. Start by writing the narrow question you want the record to answer: who paid which legal entity, how much, when and for what stated purpose?

Identify the filer before comparing amounts

The Internal Revenue Service (IRS) provides Tax Exempt Organization Search, including annual returns and exemption information. Search by the employer identification number (EIN), a federal tax identifier, when possible. A public campaign name may differ from the name on the return. Record the fiscal period and filing type as well as the date you retrieved it. An older available return cannot reliably describe an organization’s entire current activity. [1]

Form 990 reports a nonprofit’s annual finances and activities. A private foundation generally uses Form 990-PF. Compare the same fiscal periods and account for amended filings, multi-year awards and distinctions between commitments and actual payments. A grant announcement and a tax-return disbursement may refer to different stages of the same award.

Read the relevant schedules

Schedule I to Form 990 covers specified domestic grants and assistance. It also asks about selection records and monitoring procedures. Foreign assistance belongs on Schedule F under the relevant rules. Salaries and ordinary service contracts are not automatically grants, so totals drawn from different expense categories cannot be treated as equivalent. [2]

Schedule R describes related organizations and certain transactions or partnerships. A shared director or a familiar brand is a lead to investigate; the schedule’s defined relationships help test whether legal control or a reportable relationship actually exists. Even this schedule has exceptions and reporting boundaries. [3]

State what is missing

Public charity returns generally do not publicly disclose contributor names and addresses. The rules differ for private foundations and certain political organizations. A redacted contributor schedule is therefore not, by itself, evidence of concealment or wrongdoing. Nor does an incomplete public donor list show that the listed foundations supplied most of the organization’s income. [4]

For each proposed funding chain, retain a separate record for every transfer. Mark missing links explicitly. An unrestricted award may help sustain an organization overall, but attributing a later violent act requires evidence beyond the existence of that award. Sound financial scrutiny makes uncertainty visible instead of converting a sequence of names into a proven conspiracy.
