Committee

Where legislative proposals receive detailed scrutiny.

What the term means

Legislative committees specialize in policy areas and review bills, conduct hearings, question witnesses and oversee agencies. Committee rules and leadership strongly affect what reaches a chamber floor.

How it works in practice

A hearing gathers testimony but does not itself enact a law. Committees may amend or report a bill, while chamber leadership controls additional scheduling decisions.

A concrete example

A transportation committee can question agency officials about a bridge program before lawmakers decide whether to authorize more funding.

What to examine next

Look at witness testimony, amendments and committee reports to understand the evidence and disagreements behind a proposal.

Next: Amendment.
