Nihad Awad
National executive director and co-founder, CAIR
National civil-rights advocacy and organizational leadership; role does not establish authorization of every chapter activity.
The Council on American-Islamic Relations (CAIR) began nationally on June 1, 1994. As of October 17, 2026, that is approximately 32 years and four months. Individual chapters have their own histories; their ages cannot all be calculated from the national founding date. [1]

CAIR describes its work as civil-rights assistance, public education, media engagement and civic advocacy. Its chapter directory says a local board oversees each chapter and an executive director manages its work.
National identity therefore provides a starting point for investigation, rather than a complete account of who authorized a local activity. A chapter statement, a national statement and an individual supporter’s statement should be recorded separately. [2]
A person receiving discrimination assistance does not thereby endorse every policy position taken by an advocacy organization. Likewise, attending a demonstration does not establish membership, employment or a financial relationship. Those distinctions protect both legitimate scrutiny and the public’s ability to seek services.
California’s current history page dates the San Francisco Bay Area office to 1994 and Greater Los Angeles to 1996. However, an older national historical account dates the first Bay Area chapter to 1995. These official accounts disagree on that early chapter date. The national June 1994 founding is clearly documented; the Bay Area discrepancy should be resolved through contemporary incorporation and organizational records before asserting an exact chapter anniversary. [3][4]
Nihad Awad’s official biography identifies him as national executive director and co-founder. That role is relevant to national decisions but does not, on its own, demonstrate that he approved every chapter expense or every action at an event supported by a chapter. A responsible account identifies the relevant legal entity, decision-maker and transaction. [5]
For a claimed foundation grant, match the recipient’s legal name and tax identifier to the award record. Then check the year, purpose and restrictions. A grant to one chapter is not automatically a grant to every chapter, nor proof that a donor supported an unrelated incident. Evaluate service outcomes and any substantiated misconduct separately, using the same standard for both.
