American Civil Liberties Union: structure, litigation and funding

Non-governmental organizations (NGOs)

Related legal entities and state affiliates support civil-liberties work through different legal and financial roles.

Evidence reviewed: 17 October 2026. Roles, financial periods, allegations and legal outcomes retain their stated dates. Later appointments are distinguished from officials already serving.

One name, related entities

The American Civil Liberties Union, or ACLU, operates through related nonprofit entities. Its explanatory page distinguishes the Union, a section 501(c)(4) social-welfare organization, from the section 501(c)(3) Foundation, whose qualifying gifts are tax deductible. Litigation, public education and lobbying have different legal implications. The shared name therefore should not be treated as proof that every payment supports the same account, activity or tax treatment. [1]

Verified senior leadership

At the October 17, 2026 research cutoff, the official leadership directory identifies Anthony D. Romero as executive director, Terence Dougherty as deputy executive director for operations and general counsel, Yasmin Cader as deputy executive director for program, strategy and culture, and Cecillia Wang as national legal director. These titles distinguish management, operations and legal responsibilities. They do not establish personal control over every state affiliate or every local protest associated with civil-liberties causes. [2]

Affiliates and financial support

The Foundation’s audited financial statements through March 31, 2025 describe common national management with the Union and relationships with separately governed affiliates. The accounts explain joint fundraising and targeted support while excluding affiliate accounts from that particular consolidation. The financial-information page states that support comes from dues, private contributions and foundation grants, and says the organization receives no government funding. That is a stated funding model, not an exhaustive named-donor list. [3][4]

Documented public benefit

A concrete example is the student-speech litigation concerning Brandi Levy and Mahanoy Area School District. The organization’s June 2021 account describes a Supreme Court decision protecting the off-campus expression at issue. This illustrates how representation can secure a judicial remedy for a particular client while influencing wider constitutional standards. A legal victory is more specific evidence of activity than general promotional claims about defending every person’s rights in every circumstance. [5]

Scrutiny without invented misconduct

Readers can evaluate litigation priorities, lobbying choices, financial restrictions and the relationship between public commitments and actual cases. Defending someone’s legal rights does not necessarily endorse that person’s speech or conduct. Likewise, the national executive’s title does not erase affiliate governance. A useful review matches a criticism to the responsible entity and decision, rather than treating every controversy involving free expression or immigration as proof of institutional wrongdoing.
